The Illuminating Company maintains the wires and sends your bill in the Cleveland area, but the supply part of your rate is set separately, through competitive auctions the state runs to line up power in advance. The utility passes that price through at cost.
The supply comes from PJM, the regional grid across Ohio and neighboring states, where the cost of keeping enough generation available has been climbing with demand. This reset moved that cost onto your bill only modestly, but it reflects the same regional pressure showing up throughout the region.
