Jersey Central Power & Light delivers your electricity and sends your bill, but the supply price on that bill is set by New Jersey's Basic Generation Service, bought for the whole state through one auction each year. The utility passes that price through unchanged.
With only one reset a year, in early summer, New Jersey's supply price tends to move in a single step rather than gradually. The auction draws on the PJM regional market, where the cost of keeping enough generation available has risen steeply with demand and plant retirements, so a big regional move can land on your bill all at once at the annual reset.
